Overview
Oversee planning, monitoring and reporting for UNICEF’s Country Office.

You have:

An advanced university degree in one of the following fields is required: development planning, business administration, information management or information systems, demography, statistics, development studies, social sciences, social work, Anthropology, Sociology or other related fields.
A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum five years of relevant professional experience in programme planning, implementation, monitoring, and reporting both in development is required, and inclusion of humanitarian context is strongly preferred.
At least 02 years of prior experience in managing & leading office-wide responsibility of planning, monitoring, and reporting functions at the country office level is required.
Prior hands-on experience with organisational work plan development and strong familiarity with country programme development (CPD, PSNs) is required.
Familiarity with UNICEF internal systems and processes (or similar), including VISION, InSight, RAM 3.0, eTools, eZHACT etc., and their interconnectedness is required.
Fluency in English is required.
Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Demonstrated work experience at both the national and international level in UN is preferred.
Demonstrated analytical writing and presentation skills are desired.
At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
An advanced level of skill and expertise in MS Excel is required and Working knowledge of Power BI is preferred.
Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
Contract

Purpose of the job:

The Planning, Monitoring and Reporting (PMR) Specialist will oversee the planning, monitoring and reporting sub-team of PPMR section and provide technical guidance to programme sections and field offices in the areas of planning, monitoring and reporting. This will include support to equity analysis, strengthening field monitoring, programme performance monitoring, preparation, and monitoring HAC and JRP of the Cox’s Bazar field office, as well as information/data collection, analysis, and preparation of reports to enhance the use of data. The PMR Specialist will provide professional technical, operational and administrative guidance and support throughout the planning, monitoring, and reporting process for the Country Office.

The specific purpose includes but is not limited to:

To ensure that UNICEF Country Office is guided on Country Programme development and rolling work planning process, as well as its contribution to the planning of UN Framework and UN Joint Work Plans, in alignment with global, regional and country priorities, policies and principles.
To ensure that the UNICEF Country Office has useful, valid and reliable information on the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.
To work within the UN country team to support UNCT goals for delivering valid and reliable information on the attainment of the SDGs and other goals, and on the performance of UN-supported programmes
To assist in the establishment of functional monitoring mechanisms which enhance partnership with key players to collectively track progress against results and other international commitment for children.
To assist in the development of capacities for planning, monitoring, and reporting, with special attention to the interest, concern and participation of stakeholders and partners.
To lead the functions and initiatives of planning, monitoring and reporting sub-team of PPMR unit.
